- Surveyed and photo-documented 10 architectural resources within a 31-acre APE located in downtown Kent. These resources included an NRHP-listed historic district and nineteenth and early-twentieth century commercial and industrial buildings.
- Researched and compiled historic background information on the development of Kent, and two structures located in the NRHP district, a ca. 1836 stone arch dam and a lock from the Pennsylvania & Ohio Canal.
- Analyzed the effects of the proposed project on the historic district. Applied the criteria of adverse effect and concluded that the project would adversely impact the historic district, but would not impact other historic resources in the APE. The SHPO concurred with our determination of effect.
- Assisted the City of Kent and the U.S. Army Corps of Engineers, Buffalo District, in developing a Memorandum of Agreement (MOA) to mitigate the adverse effects of the project on the historic district. The mitigation measures included completing a HAER documentation of the affected historic properties, creating a historical interpretive park to replace the dam pool, and providing pedestrian access to the park and the river.
- Prepared a HAER documentation with a narrative format report, site plans, and more than 20 large format (4" x 5") black-and-white photographs of the dam, dam pool, P&O canal lock, and other historic structures in the district.
